This measure, a Registry Clearinghouse exclusive podiatry specific measure, gives your office the opportunity to earn a high score while providing quality care to your patients.
REGCLR3 Measure Description: Percentage of patients with a who have a hallux valgus (bunion) deformity causing pain that receive an intervention and have clinically significant reduction in pain as a result of that intervention
Intervention does not require any specific intervention. Intervention includes surgical intervention, shoe wear modifications, orthotics and physical therapy. All of these are appropriate interventions for treatment of bunion pain. As long as the intervention results in a reduction of pain, they will count towards your score on this measure.
Since there must be a documented decrease of pain, there must be at least two visits. You document initial pain on the first visit and pain on each subsequent visit to demonstrate that the pain decreased significantly.
Decreased significantly means the second or subsequent value is equal to or less than 50% of the initial value. If you do not document the patient’s pain level or if the patient’s pain level does not decrease by 50% or more, you have not met this measure.
It is vital that you document the patient’s pain scale in your chart note when doing this measure. The pain scale must be on a scale 1-10.
Exclusions for REGCLR3 measure are patients that are not an eligible candidate for evaluation of bunion pain. This includes patients that are unable to verbalize their pain level or have peripheral neuropathy. In addition patients who have been prescribed opioids or patients who fail to return for a follow-up (2nd visit) are excluded. You will not be penalized for these patients.
Exceptions for REGCLR3 measure are patients are not an eligible candidate for treatment of hallux deformity.
For this and all MIPS measures, you can earn up to 10 points. How many points you earn is directly related to your performance on this measure. If you are familiar with MIPS reporting, you may be aware that there are many measures that are difficult to score well on. However, REGCLR3 Bunion Outcome is specific to the podiatry field and allows you to report on a measure that demonstrates you are providing quality care as a podiatrist and allows you to score very well according to the CMS metrics.

This means by getting at least 40% of patients to improve, you will get 8 points. And if you get just above 50% of patients to improve, you will get 9 points on this measure.
Your goal should be to get a perfect 60 / 60 in quality. You have 6 measures to report on and if you are a small practice, you get a 6 point bonus. With the 6 point small practice bonus, your office can average 9 on each quality measure to get a perfect 60/60 quality score.
